I lay before the Legislature, the Report of Ruel Williams Esquire, late Commissioner of Public Buildings, together with his account of expenditures and receipts for the year 1833. The Balance due on this account has been allowed by the Council, but cannot be paid from the Treasury, until an appropriation shall have been made by the Legislature for that purpose.
